I saw this someplace and had the same reaction. I was on active duty when Cheney was SecDef, I remember thinking his was the voice of calm. He referred to prohibition of gays in the military as "a bit of an old chestnut." He seemed sane, calm and reasonable -- the exact polar opposite of the nut job currently presiding over the Old Executive Office Building.
He's the Manchurian candidate; Bush's brain was too small to insert the behavior-controlling chip the enemy or the aliens from outer-space needed to implant, so they went with the puppetmaster instead. Same desired outcome.

He actually sounded thoughtful and wise in that clip. Amazing what a difference a few years can make.

strange, isn't it? Like something from the old sci-fi movie The Body Snatchers.
Either something affected his brain or replaced it or he simply argues any way he's told to.
Funny though, he was 100% accurate about what would happen.
